Trying to set up Payroll but the option does not appear in the SET UP drop down menu

trying to set up my chart of accounts. Not all of the accounts are 100% business eg. hydro, fuel, house repairs etc. When I try to change the %, it tells me that I need to set up a personal advance account. How do I do this?
